För ett vanligt bostadshus krävs normalt bygglov och startbesked från kommunen innan byggnationen får påbörjas. För mindre komplementbyggnader och komplementbostadshus finns däremot undantag. Sedan 1 december 2025 gäller nya regler i PBL, som innebär större möjligheter att bygga utan bygglov – bland annat upp till 30 m² inom detaljplan och 50 m² utanför detaljplan, förutsatt att övriga krav är uppfyllda. For a regular residential building, a building permit and a start notice from the municipality are normally required before construction can begin. However, there are exceptions for smaller accessory buildings and accessory residential buildings. Since 1 December 2025, new rules have been in force in the PBL, which mean greater opportunities to build without a building permit – including up to 30 m² within the detailed plan and 50 m² outside the detailed plan, provided that other requirements are met.
